The Inter-American Development Bank (IDB) and the Mexican Space Agency (MSA) launch the Regional Comprehensive Satellite Information System (RCSIS)

The Mexican Space Agency (MSA) a decentralized body of the Ministry of Communications and Transportation (MCT), has been collaborating with 6 other Latin American countries since 2017, in order to bring into reality the idea of making available remote sensing information obtained by various satellites[1]. The SIRIS project (Comprehensive Regional Satellite Information System, for its initials in English) provides relevant information to the Forestry, Farming, Risk and Health sectors.

The platform is now available online, free of charge and it is ready to serve all stakeholders. The platform has two modes: an App, where the user signs up, and once the account is opened, people can upload a polygon that defines their area of ​​interest and the information regarding that area is updated as it is captured by the satellite, or as required by the various products available. The other version is a WebGis, for more experienced users; and here, it is possible to download the information so that it can be analyzed or processed in the way that is best suited.

The SIRIS project is performed within the framework of the Regional Public Assets (RPA) initiative funded by the Inter-American Development Bank (IDB) and seven Latin American countries participate in the development and implementation of SIRIS: Argentina, Uruguay and Paraguay, Ecuador, Bolivia, Peru and Mexico. The project is led by the National Committee for Space Activities of Argentina (CONAE, in Spanish) which, thanks to its infrastructure and cooperation agreements with space agencies which own satellites, have access to satellite information and these are the center where data is processed to generate specific products.

The products generated are a combination of the data acquired by remote sensing, geospatial data, and math models, allowing to monitor climate conditions, farming productivity, forest fires, and the risk estimate of dengue epidemic outbreaks. These products are expected to inform in real-time to the various sectors for better decision-making and planning which allows the protection and efficient use of both natural and economic resources.

For the farming sector, the product for Parcel Monitoring is particularly useful, where the farmer can monitor his plot (less than 1,000 hectares) at a resolution between 10 and 30 meters. The information is updated in a 5-16 day range, and the farmer can see how productivity indicators (grouped in color categories) are changing as the crop is growing. It can be useful to detect areas which are not growing as expected, either due to nutrient deficiencies, drought, or pest attack, which can be determined with field visits; but images are useful to determine the affected area. This product, combined with information on soil drought or moisture, or the Standardized Water Index can allow better water and agrochemicals management used in your crops, because using images makes clear the extension of area which needs specific handling.

Other interesting products are those related to fire, as they can help detecting fires or increase the likeability for a fire to occur near the plots. Finally, for the general population, the Dengue monitoring product is also particularly useful.

This set of products allows the monitoring of forest fires and also contains historical and predictive data, as well as other significant climate variables, some of them already listed in the previous paragraph.

Health Products

This section has a dengue risk stratification map which is updated quarterly. This is a tool to enable the health risk assessment of the Aedes aegipty vector, and the eventual presence of the disease at the regional level. On the map, populations are labeled according to the risk for dengue outbreak, high (red), medium-high (orange), medium-low (yellow) and low (green).
