Adicionalmente, los avances tecnol\u00f3gicos alcanzados en sistemas\nvirtuales, tales como el <a href=\"https:\/\/www.foodqualityandsafety.com\/article\/mastering-traceability-basics-blockchain-success\/\">blockchain<\/a>, est\u00e1n haciendo realidad los sistemas\nde documentaci\u00f3n digital de inicio a fin.<\/p>\n\n\n\n<p style=\"font-size:17px\">El Programa de Verificaci\u00f3n de Proveedores\nExtranjeros (FSVP por sus siglas en ingl\u00e9s), bajo FSMA, requiere que los\nimportadores aseguren que los alimentos (y el contacto con los alimentos) de\nlos productos que ingresen a los Estados Unidos, cumplan con los requisitos de\ninocuidad de los alimentos, a trav\u00e9s de la verificaci\u00f3n. Por definici\u00f3n, \u201cun importador\nes el propietario o consignatario de un alimento que est\u00e1 siendo importado a\nlos Estados Unidos y vendido en los Estados Unidos). Si no existe un\npropietario o consignatario, el importador es la agencia o representante en los\nEstados Unidos al momento de la entrada, como se confirma en una declaraci\u00f3n de\nconsentimiento firmada. Como la mayor\u00eda de los cambios, existe un periodo de\ntransici\u00f3n de la novedad a la familiaridad. A continuaci\u00f3n listamos algunas de\nlas mejores pr\u00e1cticas para asegurar una implementaci\u00f3n adecuada y mantenimiento\nde un programa FSVP como importador.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Responsibility is Shared, Accountability is Owned<\/strong><\/h2>\n\n\n\n<p style=\"font-size:17px\">Most conventional Hazard Analysis and Critical\nControl Point (<a href=\"http:\/\/www.fda.gov\/Food\/GuidanceRegulation\/HACCP\/\" target=\"_blank\" rel=\"noreferrer noopener\">HACCP<\/a>) systems rely on the\nexpertise of a diverse team bearing skills such as project management, quality\nassurance, supply chain, testing, and&nbsp;<a href=\"https:\/\/www.foodqualityandsafety.com\/article\/food-safety-program-validation\/\">validation<\/a>. Although food safety is a shared responsibility\nfrom a global perspective, it cannot be assumed that every individual on the\nteam perceives the same level of accountability. Once a clear understanding of\nlegal obligations has been set, it is recommended that the most qualified and\nexperienced individual on the team takes the lead on reviewing or developing a\nfood safety plan. From my past experiences with setting up food safety systems\nfor small-scale food importers and distributors, what benefited my clients most\nwas helping them understand how their&nbsp;<a href=\"https:\/\/www.foodqualityandsafety.com\/category\/manufacturing-and-distribution\/tracking-and-traceability\/\" target=\"_blank\" rel=\"noreferrer noopener\">traceability<\/a>&nbsp;systems\ncould be further enhanced through&nbsp;<a href=\"https:\/\/www.foodqualityandsafety.com\/article\/list-foreign-supplier-verification-program-compliance\/\">supplier verification<\/a>&nbsp;programs.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Mindful Communication<\/strong><\/h2>\n\n\n\n<p style=\"font-size:17px\">The FSVP is probably novel to not only certain\ngroups of importers within the U.S., but also to their foreign suppliers as\nwell. When regions like the United Arab Emirates and Singapore initiated\nrequests for proof of food safety systems implementation, such as HACCP, from\ntheir foreign suppliers during the mid-2000s, a certain degree of push back\nfrom the suppliers was experienced as the concept of documented systems was\nunfamiliar to them. Being mindful of&nbsp;<a href=\"https:\/\/www.foodqualityandsafety.com\/article\/5-pointers-international-consultative-projects\/\">cultural differences<\/a>&nbsp;and similarities helps a great deal with both\ninternal and external communications. Take supplier communications one step\nfurther by illustrating examples through templates and providing them with a\nchart for metric conversions. Where feasible, conducting second-party audits\nhelps accelerate the suppliers\u2019 understanding of the FSVP requirements.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Document, Share, and Verify<\/strong><\/h2>\n\n\n\n<p style=\"font-size:17px\">Written documentation, procedures, and policies\noften receive more emphasis than the concept of knowledge management. Much more\ncan be achieved beyond a reservoir of documents and templates. Seek legal\ncounsel to ensure the established system\u2019s alignment with the requirements of\nFSMA. Frequent check-in meetings with the team will ensure transparency and\nbetter problem-solving skills. Once documentation steps have been identified\nand established, ensure all the members of the multi-functional team is aware\nof its location. In most cases, procurement and finance personnel are often\nleft scrambling for information during the process of vetting suppliers. Before\nimplementing a FSVP, it helps to conduct a risk-based gap analysis in regards\nto the current and anticipated catalog of products. Alcoholic, juice beverages,\nand food products that are transshipped through the U.S., are some of the\nproducts that are currently exempt from FSVP. Training personnel on good\ndocumentation and inspection practices will enable the implemented system to\nremain homogenous.<\/p>\n\n\n\n<p style=\"font-size:17px\">Stephen R.
