5.7. Social programs

5.7.1. Daycare facility service

When the company hires workers from their place of origin and they migrate with their families, the company must provide free daycare facility services for minors, from 43 days old to 14 years.

Facilities should be built our of nonflammable materials, solid floors, perimeter fence; and have enough area for the infant care, bathrooms, kitchen and dining room for food consumption.

The company must ensure that the daycare facility organization of daycare allows proper attention to boys and girls according to their stage of development, and that facilities are safe, protected to reduce the risk of accidents of children: power contacts and facilities must be covered, containment of toxic substances, supervision in handling sharp objects, broken glass repair and correct location of fuel materials.

Basic furniture and equipment of the daycare facility should be: for infants, baby carriers; for maternal, mats; for preschool and elementary school: tables, chairs and mats. The company must have shelves or furniture to place the necessary objects for childcare.

Basic equipment in the kitchen and dining area is: industrial or semi-industrial gas stove, refrigerator for preservation of meat, vegetables and dairy; tables and stainless steel dishes for food preparation; safe containers for storage of non-perishable food; high chairs and tables and dinning chairs; plates, cups and spoons for food consumption; and dishwashing area.

The daycare center must have a person responsible for every 6 children, one for every 12 maternal children, one for every 15 preschoolers. Children are considered (from 43 days to 11 months old), maternal (from one to two years and 11 months) and preschoolers (from three to five years and 11 months).

The company should have an ongoing training program for childcare facility personnel, and validate the skills in the performance of their duties.

For the attention of elementary school children, the company will hire and train staff personnel who serves as a children educational advisor, who must support them in doing homework and the development of hygiene, punctuality and responsibility habits.

5.7.2. Child Nutrition

The company provides free and balanced feeding for children according to their age, for beneficiaries of the childcare facility service and for children staying the the shalter, being taken care by their brothers.

Personnel responsible for food preparation must check expiration dates of canned supplies and the good condition of fresh food; and properly manage the use of products to avoid waste.

In order to maintain a proper nutritional management of children at the shelter, the company should periodically mesure and record weight, height and age of children, and their nutritional status should be evaluated, to detect in a timely manner malnourished and obese children; and provide adequate nutritional care to protect their health.

5.7.3. Promotion of recreation, culture and sports

The company that has shelters for migrant population, must allocate spaces to practice recreational and sports activities.

It should also organize and carry out cultural, sporting and recreational events for children, teenagers and adults.

 5.7.4. Integration and educational permanence

According to the current legislation, the company must ensure the integration and permanence to basic education for children of migrant workers in preschool, elementary, middle and high.

Companies hiring temporary workers living in communities within the state must support the children of such workers (studying elementary, middle, high school and/or university) with scholarships. The scholarship can be delivered in kind and/or in cash at least once per school year.

5.7.5. School transportation service

When children of migrant temporary workers attend schools outside the shelters, the company provides safe transportation service to school.

School transportation service for children in elementary school must be ensured, and children in middle and high schol must be moved when shelters are located to a distance longer than 1 km (0.62 miles) from the place they take public transportation.

 5.7.6. Adult Education

The company must encourage education for adults, facilitating access to relevant educational sevices, in order to helping them to have better opportunities for personal development. These programs must be focused on people who have not developed reading and writing basic skills, and math operations or those who did not finish elementary or middle school education.
